Figure
On a complete-bill basis, Dominion's all-in rates rose 34 to 38% across every customer class from June 2022 to June 2026 (residential +38%, mid-commercial +35%, industrial +34%). The growth rates nearly converge; the gap is in allocation and absolute rate, residential is billed roughly 53 to 55% of transmission-revenue requirements while the data-center-heavy industrial class is billed about 17%, and households pay nearly twice industry's rate per kWh.
This figure is from the Dominion Virginia case study, a primary-source reconstruction of how data-center growth shows up on residential bills.
