Dominion Virginia rate increase by customer class, 2022 to 2026

On a complete-bill basis, Dominion's all-in rates rose 34 to 38% across every customer class from June 2022 to June 2026 (residential +38%, mid-commercial +35%, industrial +34%). The growth rates nearly converge; the gap is in allocation and absolute rate, residential is billed roughly 53 to 55% of transmission-revenue requirements while the data-center-heavy industrial class is billed about 17%, and households pay nearly twice industry's rate per kWh.

Residential rose 38% (12.7c to 17.5c per kWh), mid-commercial rose 35% (9.0c to 12.1c per kWh), industrial transmission rose 34% (6.4c to 8.5c per kWh). All three classes rose within about four points of one another, while residential pays nearly twice the industrial rate per kWh.
