Dominion Virginia rate increase by customer class, 2022 to 2026

On a complete-bill basis, Dominion's all-in rates rose 34 to 38% across every customer class from June 2022 to June 2026 (residential +38%, mid-commercial +36%, large-load +34%). The growth rates nearly converge; the gap is in allocation and absolute rate, residential is billed roughly 53 to 55% of transmission-revenue requirements while the data-center-heavy large-load class is billed about 17%, and households pay nearly twice the large-load rate per kWh.
