SCE's 2025 ELRP: how two emergency subgroups were dispatched and measured

In SCE's 2025 Emergency Load Reduction Program, the automated battery cohort (A.4) was called seven times and cut a statistically significant 7.3 MW, while the roughly 1.6 million-home residential behavioral cohort (A.6) was never called, so its capacity is unmeasured rather than zero. Both are subgroups of the same emergency program.
