SCE residential TOU enrollment rose from about 20,000 customers in 2013 to 2.65 million in 2024 as the rate moved from opt-in to opt-out, in the largest such rollout in the country, and SCE's own pilot measured a 1.5 to 2% per-customer peak reduction.
